Part of the Donal's Armor of Mourning set. Originally had a 20 second cast time and could be used an unlimited number of times during Kunark era. Was nerfed to a 30 second cast at the start of Velious and then nerfed again a couple months later so that it can only be used once every 7.5 minutes on a target, with an unremovable status effect being placed on the target for 7.5 minutes that gives them 1HP regen per tick.
